Cong Wei  received the Ph.D. degree in mechanical engineering at University of Delaware, USA. He is currently a postdoc associate in Institute for System Research (ISR) of University of Maryland.  He received the M.S. degree in naval architecture and ocean engineering from Harbin Engineering University, Harbin, China, in 2014 and the B.S. degree in marine engineering from Ningbo University, Ningbo, China, in 2012.  From 2014 to 2016, he was a research assistant at Institute of Underwater Engineering, Shanghai Jiao Tong University, China.
